根据2012年12月在中国摄影家协会第八次全国代表大会上通过的《中国摄影家协会章程》有关规定，制定本细则。
第一条 申请人基本条件
凡提出加入中国摄影家协会的申请人，需符合以下基本条件：
1.年满十六周岁；
2.中华人民共和国公民；
3.赞成中国摄影家协会章程并由本人提出申请。
第二条 申请人业绩条件
申请人的业绩条件为积分制。积分为10分以上（含10分，其中必须有4分以上为中国摄协或所属部门相关条件）者，可以提出入会申请。具体积分规定为：

“摄影文章”指摄影理论、评论、史论、创作体会、作品点评、器材点评、技术探讨等文章，但不包括摄影简讯、消息等新闻体裁的稿件。文章不少于800字/篇。

（1）中国摄影金像奖各奖项获得者积10分，长江韬奋奖（摄影类）各奖项获得者积8-10分；
（2）分值未确定为一个数值的条件，将根据具体情况酌定；
（3）符合本细则规定的基本条件和业绩条件，仅表示达到申请入会的条件，并不作为必定入会的资格。
第三条 报送材料与申请程序

（1）凡具备上述基本和业绩条件，并自愿申请加入中国摄影家协会的个人，均须按要求填写《入会申请书》；
（2）从事摄影创作的申请人，应提交本人拍摄的作品8件（10英寸，背面标注作品名称），不少于800字的摄影文章一篇（主题和是否发表不限），作品获奖、入选、发表等的有效证明材料(复印件)；
（3）从事摄影理论研究的申请人，应提交获奖、发表、入选等有效证明材料；
（4）从事摄影教育的申请人，应提交单位开具的任职证明、有关部门出具的职称证明和其他有效证明，并提交关于摄影教育的不少于800字的摄影文章一篇（主题和是否发表不限）；
（5）从事专职摄影记者、图片编辑和图书出版的申请人，应提交单位开具的任职证明、有关部门出具的职称证明和其他有效证明，并提交有关业务且不少于800字的摄影文章一篇（主题和是否发表不限）；
（6）从事摄影组织工作或摄影志愿者组织和服务工作的申请人，应由所在团体会员或相关单位对其工作业绩等出具书面意见和有关证明材料，另需提交本人摄影作品8件（10英寸）、不少于800字的摄影文章一篇（主题和是否发表均不限制）；
（7）获得过中国摄影金像奖各类奖项者，以摄影业绩获得过长江韬奋奖的申请者和以其他业绩提出申请者,需提供自述业绩的有效证明材料。
注：在申报纸质材料的同时须提供所有材料的电子文件。
2.申请程序
（1）通过中国摄协团体会员申报的申请人应由两名中国摄协会员介绍，并在材料上签署意见后亲笔签名，再将材料送交所在地区和行业的中国摄协团体会员，由团体会员在申请书上签署意见、加盖公章，统一送交中国摄协组联部；
（2）解放军、武警部队的申请人应由两名中国摄协会员介绍，并在材料上签署意见后亲笔签名，送交解放军报社画报部签署意见、加盖公章，统一送交中国摄协组联部；
（3）中央直属系统的申请人，经两名中国摄协理事介绍并在材料上签署意见后亲笔签名，由所在单位在申请书上签署意见、加盖公章，本人将材料送交中国摄协组联部；
（4）无法由团体会员推荐的申请人，经两名中国摄协理事或专业委员会委员介绍，并在材料上签署意见后亲笔签名，由有关单位在申请书上签署意见、加盖公章，本人将材料送交中国摄协组联部。
第四条 港澳台申请人入会
香港特别行政区、澳门特别行政区和台湾地区摄影界人士，赞成中国摄影家协会章程，自愿提出申请，由有关方面推荐，在按照有关规定审核批准并履行手续后，成为中国摄影家协会会员。
第五条 荣誉会员
为我国摄影事业发展做出突出贡献的国内外人士，经中国摄影家协会秘书长办公会议批准，可授予其中国摄影家协会荣誉会员称号。荣誉会员免交会费，无选举权和被选举权。
第六条 审批程序
1. 中国摄影家协会组联部负责接收和审核入会申请材料；
2. 中国摄影家协会秘书长办公会议根据申请人提交的材料和条件组织审批。
第七条 入会手续和会费缴纳
1.申请人的入会申请被批准，需按要求办理入会手续并缴纳会费后，成为中国摄影家协会会员。中国摄协将及时为其发放会员证；
2.入会满5年并年龄达到65周岁的会员，可免交会费；
3.连续5年未缴纳会费者,视为自动退会。中国摄协有权取消其会员资格，终止其各项会员权利，收回会员证，并在中国摄影报、中国摄影家协会网上公告。
第八条 本细则经中国摄影家协会主席团会议通过后生效，解释权归属中国摄影家协会。
